It wasn't an intentional raising of the front wheel. He somehow got off balance and spiked the throttle, accelerating the motorcycle. Those BMW motorcycles have plenty of power available to lift the wheel on a sudden increase in throttle, and that's what appeared to have happened here. Not inexcusable, but it happened.

He’s reckless and incompetent, to say the least! What may appear to be a look of concern on his face is solely for *himself* and his reputation. I’m sorry that those injured and mentally traumatized went through that. Wishing a speedy recovery to all injured civilians!

The little boy, whom we didn’t see, may have more significant head injuries, so that does need further investigation. At any rate, the police department should be paying all medical expenses for this family, and any others who were injured. But it also sounds like the cop took the brunt of the accident. Is it possible that he pulled the bike over on himself at the last minute trying to keep it from going further into the crowd? Since I know very little about motorcycles, that is something I would like to know. The fact that there weren't more injured is something to be grateful for.
Yes you cannot do a wheelie on a cop bike even in video games. My local PD has a motorcycle performance crew but under no circumstances can you do wheelies like cyclists. It's a no no in the training too.
