Thanks Aman, Section 91 is not applicable to Bhumidhar with Non transferable right. For this category section 92 is applicable.

Bhumihar is term used in UP for agricultural land owner having full rights or limited Rights on such land. Under full right he can sale the land but in limited rights he can only use such land.for more detail see our another visor in playlist.
