Idk how it works in France but in the US, the post office won’t just hold onto unclaimed packages forever. They literally sell or donate them to other companies that can then resell them and it’s all completely legal.
It's not stolen. They have to do something with undeliverable and unclaimed mail so the shipping companies sell it. Looks like a lot of packages from China so not worth the cost returning to sender
