I so wish you could do a project, any project, much slower so I (and suspect many others) could get a clearer idea of what it is you are doing! I had to look at an older video of yours just to see how you actually started the magic ring. I can't really tell (clearly) what stitches or where you put the hook into. Cute dumplings though....
you fold the circle in two and crochet passing your hook through the both sides of the demi-circle. Idk if I'm making myself clear... but it's how I did it.
so the ruffle is when you do the 4 double crochet into one single crochet stitch, having that many stitches in one place will naturally cause it to look ruffley

Eyes and mouth should be added BEFORE folding in half and joining the edges (after row 7).
