Beni is such an awesome character, he's so mellow and sarcastic, but anyone thats watched anime long enough is smart enough to know that probably means he's one of the most powerful characters in the show and he definitely is. Plus he's voiced by the great Mamoru Miyano, which is always a plus

I wouldn’t say beni is the physical embodiment of strength and I think that current manga version of both sho and shinra could easily beat him with blessings, I would say he and joker currently stand at a similar playing field in terms of overall fighting ability. Joker although weaker in fire manipulation is much more strategic
In the manga, Burns’ ability is Voltage Nova, which basically powers him up the more he fights. But it takes time for him to charge up, so against someone like Beni, who have extremely high burst damage, it would be disadvantageous for Burns because of the nature of his ability.

He’s a powerhouse when it comes to other pyrokinetics but against the 2nd and 3rd Generation pyrokinetic God of Destruction, he is literally outclassed. Not to mention his mastery over ki, the breath of life and hysterical strength which just amplifies his physical feats. He also has crimson moon in his already op arsenal. Simply put he has an answer to everything Burns can attack with followed with a counter and more fire power
