Each individual kick on SA2 has a hitbox around Chun's leg instead of being the same hitbox 16 times over. Ken's crouching recoil animation puts him low to the ground and his upper body turns away from the move that hit him. He just so happened to be far enough and low enough to duck under one of the high kicks on the super.
