The only downside to it is the fact it's an aquatic plant and can't be used abundantly like gloom shroom can. Gloom shroom also has the usage of garlic's lane switching which synergizes well with spikerock and tall nut with pumpkin. And there's no really big threats in the pool, you only have to worry about: Snorkel and Bucket heads (Snorkel/Dolphin can be stopped with tall-nut but depending where you put it makes Snorkel look like an average zombie :P) And ofcourse the pool ambushes, but they're easy to manage. Gloom shroom has to worry about: Gargs, Giga Gargs, Zomboni's, Balloon Zombies, and Catapult Zombies Both plants are respectively strong though, and slow recharge applies to the gloom shroom too, they're both upgrade plants and if you add costs, they'd look something like: Day: 300 = (waken) Gloom shroom Night: 225 = (waken) Gloom shroom 250 = Cattail Gloom shroom during the day costs 50 sun more, but with good sun producers (which should be protected by these said plants.) Sun cost isn't a huge issue for either of the 2 plants. Now I know you can just plant a Lily Pad and have gloom shrooms in the WATER, but at that point that's the same cost as a cattail (talking about fog levels, 25 + 75 +150) and mid fog levels it's preferred to have cattail due to the homing ability so you don't need to use Blowver/Plantern to see through fog as you can attack through it anyways. (And ofc gloom shrooms can't attack Balloon zombies without their Balloon busted anyways so just use cattail.
