Short answer: one is a sweep the other one is a block. Harai Goshi = sweeping hip, in harai goshi you use your leg in a SWEEPing manner. Ashi Guruma = leg wheel, in ashi guruma you BLOCK your opponent's leg with your leg and make them rotate over your leg
Please you should definitively correct the name in the title. Ashi Garumi is not existing! It's ashi guruma.
I guess he's doing on purpose...almost every video has a clear mistake in it...the technique name, the athlete nationality, etc...
Advise you to sync 3 cameras for multiple angles and get a softbox to highlight the foreground.

This looks almost identical to harai goshi. What are the distinctions?
It's a bit of a mix, Ashi Guruma there should be no sweeping of the leg but Uke isn't rotating over the hip so it can't be Harai Goshi.
