It's a song that has no tonal center, odd meters that you can't really dance to it except in free form. And yet is one of few songs in the pop genre that I would consider a masterpiece. Kate Bush was just 18 years old when she wrote it.
Well I would consider there are lots of masterpieces, but this one - you're right - is definitely one of them. How to measure this? No tonal centers or something like that: You just gotta feel it, and then you can dance. That's all. Easy.
