Mobilisation simply means being used or to come into action. Even though the soil has shear strength, it can act only if soil tries to move. (Just like friction. A tire on a rough surface cannot experience friction until it tries to move!) Complete mobilization just means that the magnitude of soil displacement is such that it requires full strength of soil to be mobilized. (or full strength is required to counteract the soil movement). This is the reason almost all the retaining walls are designed for active condition. In active condition soil strength also counteracts the soil movement helping our retaining wall.
