NFL specifically improved with the "eye in the sky" fixing obvious mistakes on the field, so no one has to challenge. Having headsets so the refs can speak to each other on the field without having to literally walk over to each other has helped. The NHL should do something similar with the eye in the sky, especially for missed penalties.
