If you entered into the service mode, and this is what came up then the Refrigerator Evaporator Thermistor is faulty. The 30 & ice off are just the indicators that the ice is off and temp of the compartment. The Service light only comes on when there is a detected fault....like this. I can try to give you some pointers, but would need a more detailed explanation as to what has happened and what steps you took so far to diagnosis.
I may have misspoken. If you went into the service mode and that is what came up, then there is some missing information and steps that I would need to tell you what is going on. The ice off and service would automatically show up on in this mode. The 30 and rf would be the compartment temp of the fridge side showing the fridge evaporator. If an EE doesn't show up than the thermistor would be ok. Just a bit more info and I can point you in the right direction.

There was a power outage in my house and after the electricity came back the refrigerator started showing these error codes, none of the buttons on the control panel are working at this point. Only the Bell button if pressed for 15 sec makes the bell blink. - service and ice off are static and not flashing - unit on/off button not working - tried resetting by turning off the breaker - refrigerator is super cold and freezing all the food - freezer is not cold enough

Yes, but a lot easier than pulling the whole unit out and back in.

Maybe The relay that controls the compressor is stuck on. Thump the relays on the board and it may start working again. For a while.
