No, sadly. Pickpockets and racketeers are always present in this part of Manila.

Tourists/foreigners will be fine. People in Divisoria wont harm you. Only problem probably are the snatchers which is ofcourse present in many busy areas even in other countries specially where there's huge crowd like Divisoria. But there are always ways to avoid them. Don't bring important things with you and you'll be alright. Just probably bring enough money just in case you wanna buy something and it's a good idea if you visit as a group or with a companion. There are also a few tourists/foreigners sharing there experience visiting Divisoria for the first time. I suggest you watch them. And I would recommend you visit in the morning when there's not much people yet. Afternoon or night time can be too crowded specially weekends and holiday season.
