3M Double side industrial tape is considered best.
I have an old RE electra which has round tank without the leg rest curve. Will these fit well?

Is not dangerous to heat the petrol tank??
You do not have to heat the tank. You need hot air blows to make the glue come off easily and quickly.

Is it water proof?
They are water resistant but not completely waterproof. We would advice you to avoid a direct impact of pressured water on them.
