Etsy is not allowed in pakistan directly but you can create account through your relative or friends living abroad...... And also yes etsy charge for each listing but of you join through someone else's shop refer link then you get 40 free listenings...... Etsy charges 0.9$ for each listening for (i just don't remember clearly you can Google that) maybe every 2-4 months..... There are also other charges etsy charge you details available on google....
