You can use crepe. But if you must use scuba, it should be the thin/light one, not the thick one. Though crepe would give a much better look than scuba.

If a client wants elastic along the zipper line, then you can stop the elastic just before the zipper or you can use an elastic on the waist as well and skip the zipper entirely.

Please can i use two different type of fabric in sewing .let's say am using velvet and Ankara and I decide to sew the skirt with Velvet and the ruffles with Ankara.

Hi Special 👋
Ideally, the ruching reduces the length of the skirt by half. I used 45” inches for mine, and after ruching, the length became 23”.
So to get 40” as the final skirt length, you need the entire skirt to be 80” long. An alternative, is to make the skirt 60” long but with a longer elastic so it doesn’t ruch up too much
