if u are trying to estimate the amount of people needed to reach parity with a competitor is easy. see the total word count on a website and divide them with 2000 words as an average junior content writer per day. especially when you don't want to trigger any plagiarism detectors. ( so nearly 3 pieces of content every.
A senior writer can reach 4-5k words a day, if they are familiar with your industry and don't have to do the admin/meeting work or train others.
A junior will need at least 2-3 months to get familiar to even start writing anything that would meet your technical needs.
one person to do on page technical SEO ( they will work on tiles and keyword , website integration maintaince and hierarchy stuff ) usually they can cover 10-15 pages a day and make reports on your websites individual keyword trackers.
one junior graphic designer or freelancer. who understands your brand guide that mentions everything from the sizes the font and the colors they need to use. ( they need to be informed as soon as the writer is assigned the topic so they can work their magic.)
higher a editor usually a senior writer in your industry. they can even be the topmost engineer or CTO or CEO.
Salary wise in India an average writer will earn 7-10 k working 4-5 hours a day.
someone who has worked in your industry will demand 22-25k.

Do you understand the buyers journey ?
Are the people looking at content on fb/insta regarding branding the end consumer or DIY audience or other creators.
it might be easier to sell/approach channels with no presense or bad branding.
A lot of micro breweries, restaurants car mechanics, HVAC services, plumbing services etc should be perfectly good audience depending on the creatives you use to advertise.
I would also suggest your client to visit local business events like Better Business Bureau or local commercial districts. even if some of them take he time to see his Instagram. you can use that to retarget and add similar audiences to get referrals/ help guide the algorithm.

start your own blog and apply it for firm and better understanding. try to rank for a lower competition keyword.
don't give up untill you rank for that keyword ( doesn't have to be first page ranking but anywhere top 100 is also note worthy as everyone has to start somewhere)
