I think it's both. I think the reason that there's unspent ammo in the sky instead of spent is because she's in her Dream World where it rains bullets instead of water, so she's never short of ammo or a good show. I know this because it's my Dream World too. Jinx, in my opinion, shares the top spot with Ryze in my list of fav characters.
