It wasn't a hard foul. Wagner intentionally pushed Hayes into the bench, instead of just extending his arms to prevent Hayes from getting to a loose ball on the other side of the court. It wasn't a scoring attempt. Hayes certainly shouldn't have punched him in retaliation. But what Wagner did wasn't just part of the game, either.
