Technically traditional origami models sometimes had cutting the paper as part of the process. But as far as I know most people nowadays classify origami as only folding the paper and classify paper-folding with cuts as Kirigami.
technically this is not origami, you cut out the separate wings. before that however it is, i would suggest to not use scissors and cut the wings, you can tell what it is bore the cut
I am not a purist of Origami, and I don't mind using scisors at the end of the folding. I love the result. It's a nice dragonfly !
