Theres another way of getting the headset. First you have to find a regular helicopter and NOT one with weapons like the buzzard. After that you have to fly to the pool on top of the casino and fly over the pool and get out and land in the pool and after that you should get the head set when you get out of the pool
Looking through telescopes as you know removes your head gear until you're done. But doing the glitch by running and pressing the button/key to trigger the head gear into disappearing let's you put on any clothing you want with the disappearing head gear spawning back on. I hope this is the info you want

SMWPScrubclown thank 🙏🏻 you for confirming that, I never found out if it worked for female characters because both characters I use are male and are pretty high levels so, I didn’t want to restart.
Make sure you’ve got the outfit with the headset on equipped and then on the interaction menu hover over parachute, then get in a car but as soon as you hit the seat swap to the ghost outfit. the headset should be on when you get out.

For some reason you have to keep switching between parachutes when changing your character to match.
