Marinette could because she still had her miraculous and kagami could because she had the will to survive so she fused that will into the costume her miraculous gave her originally thats how she transformed to fight the glitch off even without her miraculous. But zoe didn't have any corruption on her at the time and following that logic. She wouldn't be able to transform like that and stay in that state without her miraculous. (Since kagami didn't stay in her miraculous state long. Just long enough to fight the glitch off.)

The suit made Zoe able to master what little of the glitch she still has, unfortunately now Zoe is possibly the last survivor, this due to Kagami's dialogue 6:14
