In my opinion, I think the video with the cartoon boy is meant to show what adults think vs what's actually happening. For example the dad thought that his son was a cartoon character and that he could harm him as much as he wanted, but in reality at the part of the video where the kid was at the bottom of the stairs it showed that this is real and that child abuse is no joke or no cartoon and should be taken literally.
You're correct, it could also be that they used a cartoon/animated child so they could show the child abuse without the risks of TV censorships trying to get it taken off of air. Since NSPCC psa's tended to be on television from time to time
I think the original one was made because cartoons were depicting violent behavior.

I was touched in a private part of the body, I felt very confused and grossed out, one on my brother's friends did this to me so I obviously didn't trust him, a year later, somewhere around June or July, my teacher read a book called "Secrets" it was about a girl who was harassed, a few minutes later she finished the book, I went home, I felt nervous about telling my mom about it, but I built up the Courage to tell her, so I did. She hugged me and thanked me for telling her about something that serious, A year later (2017) she took me too a police station they asked me questions, and I answered them, when I was finished they took us home, me and my mom sat on the couch, the cops drove back to the station, the person who did that to me went to jail, and I never seen that man again. (I'm a girl)

I remember when I was younger I always used to find those awareness videos more scary than anything, like I would literally be up at night 💀
I on the other hand used to downplay these a lot and thought they were childish and exaggerating mundane things that i thought were too normal or insignificant to care about, because I had been conditioned to think that complaining about a lot of these things made you an oversensitive brat. I also had been taught to distrust and fear authorities, psychologists and child protective services, so i didn't seek help until it was at the point i honesty didn't care what happened to me as long as I got away, because nothing could be worse than keeping enduring shit that was going on. I actually used to lie on every single psychology and welfare test form thingies at elementary school, and filled them out based on what I thought sounded the most "normal" and what I thought the psychologists would want to hear, because i thought I'd be in more trouble if i answered honestly and it would be a hassle. I actually used to laugh about those forms, because i always thought that if someone really had serious mental issues, especially if they were capable of harming someone or themselves, do the teachers and stuff really think they'd be dumb enough to answer honestly... Because i thought it was obvious to distrust any psychologists and just lie at the answers, because that's how I had been raised. Admitting to having a difficult situation and having trouble with mental health because of it would only bring more trouble than worth. So i had kind of the same mentality with these cartoons. I also really hated the fake ass expressions and belittling voices people do when talking to kids, especially about mental health, because it made harder to read people's expressions and harder to trust them, and it also made me feel like they didn't take me seriously, and many of these cartoons had really similar tones, so i also really disliked these because of that. It felt like these ads were downplaying my intelligence, and if i took them seriously, people would treat me even more like a child, which was honestly horrifying for a child stuck in a situation where showing too much vulnerability could be dangerous.

Story time:
Back in 2020, I was at Texas with my family to vist my Uncle for vacation. I had fun with him and my aunt, we want to the water park, aquarium, and the mall. But one scary thing happened to me. I was about to get something at the car with my little sibling, and this old lady at the other apartment was looking at us in a suspicious way. My uncle lives in an apartment. Then the old lady asked us " Do you want some candy, come in and get one". I was scared and I hold on to my little sister's hand and I said "No", then we both ran quickly as possible in to my uncles apartment.
I told my mom and dad about it and they were in shock.
And that's why you should always be careful for strangers.
