I have applied for bus pass, rejected from institution. I tried applying again, it shows application already submitted, can't apply again. Pls help me if u have solution

I tried 4 to 5 times, it is showing that Applicant and student name isn't matching, like wtf, i entered the exact details, even caps sensitive still finding the error...
