I guess to halt DJI and others is a solution if you can't compete with technology as some do. So what to do, they change the laws. Maybe they inform the local producers that they have free reign to create anything while other companies are held back or relegated to lower spec models (< 250gr.).
Plus the laws seem to be going commercial, that seems to be even a bigger factor.

I wish Parrot would release something similar for the domestic consumer drone market. The current Anafi has woeful wifi connectivity which to me is a disappointing and limiting feature.
