Zhongli gave up his gnosis and made his nation think he is no longer alive so he lost the powers associated with gnosis, worship, and ruling but he still has the Archon authority. Same with Venti. Ei is definitely the most powerful right now given her element and the fact she is more in her prime as well as has a nation she rules that worships her. Not to mention all she really is is a warrior goddess and apparently would rather spend time training, creating new martial styles, and meditating as opposed to learning to cook or actually ruling.

There are two reasons, the first is the reason you mentioned, and the second reason is that Nahda and Pal are not puppets and directly became archon, unlike Jungle and Venti, who are in the body of a puppet, and Furina, who only works as an actress in order to save the people from Celestia.

For those who don't understand what I mean, I mean that Fenty and Jungle are Dolls Forina is not the original Arkon, unlike Bal, who was alive, and Nahida, who is in their original body.
It's like a fan game in mystical genre where you interact with mysterious shadows not always knowing their intentions about you, like Raiden is the first boss that you have got caught by and need to escape from her if you want to return alive, cus she was the gates keeper and killing lost souls that accidentally stepped their feet in their realm, Nahida is the young one that is here and there helping you when it gets difficult cus she's curious about you and will really help you later in the plot, Venti majestically playing with his lyre somewhere in the background starlight night nature scenery sitting far away where you can only see his figure and and you can't interact with him yet, not until you get in his location as the story goes, Furina is a perfomant in a lively city of ghosts/shadows you get to with the plot and get to see a beautiful cutscene of her performance and Zhongli is the oldest of them and had already met other lost souls like you that wanted to return in the living world cus you have dear people there so he helps you somehow when you meet him in the city streets so you now have a specific direction to go to cus you were just wandering around and trying not to get caught by the guards that got informed about your presence by Raiden, and it all will have an amazing soundtracks!
And you can see Raiden and Nahida's eyes because you met them from the very beginning, maybe Nahida even helped you escape from Raiden, and they're one of the main characters in the plot where Raiden is looking for you through all the game and you have to meet her again in the final arc, and you sometimes meet Nahida as the story goes maybe give her a flower as a side quest, and she will fully show her role in the story in its end, and the other archons are the characters that you only see once in the plot, though you can have a side quests with them that you get while exploring and you see their actual forms, not shadow that covers them, in the last arc, or maybe won't, and you don't have any dialogue with anyone, learning the story of this place and the plot from their gestures, cutscenes and posters scattered all around the game?
