It's pretty simple. Bottlenecking is when the CPU or GPU is not good enough to have the other one perform to its best. If that doesn't make sense, let's say you have a really old CPU and you bought a newer GPU. This would cause bottlenecking because the CPU is to bad that it literally does not allow the GPU to perform at its best. Same thing goes for the other way. If you have a newer CPU and GPU then you will get more fps than if you have a old CPU or GPU paired with a newer or better CPU or GPU. It is good that you are trying to upgrade and instead of the i5 13600k, the r5 7600x will give you pretty much the same fps at a much lower cost. Also there is a better upgrade path with amd because they plan to keep the am5 socket (which is what the ryzen 5 7600x is) for multiple years while Intel switches their socket every two years. Other than gaming, if you plan to do other things like working or whatever, go with the i5 cause it has more cores but if it is just for gaming, go with the r5 7600x. One last thing, if you do eventually buy the i5 13600k (or the r5 7600x for better price to performance) you should get a better GPU. Honestly your GPU is not bad at all but I would actually go with the i5 12400f or r5 5600x because that is pretty much the perfect combo for that GPU. Anyways, sorry for the extremely long paragraph but if you have anymore questions I will answer them!
