Since Blu Scout was actually the Red Spy that means that he was actually confused and baffled at Blu Spies plan for the Blu Scout to go do all of that.
If you know the enemy's plan, pretend that you don't to catch them off guard Sun Tzu said that, and I think he'd know a little more of fighting than you do pal because he invented it!
I like how you can actually hear RED Pyro say those lines through the heavy muffle, y'know, instead of the lack of coherent speech with Pyro's voice lines in the game. And yes, it's precisely because Pyro's voice actor only merely covers his mouth that the lack of coherent speech is baffling.

Valve definitely could have contracted the actual voice actors to do lines for the new mode, but this was more so a case of Valve just being lazy and porting it to casual mode as is rather than them refusing to get the original cast.
He has to put Pyro somewhere, with someone to babysit him, and the sewers is where he's least likely to burn everything down. Then again, if anyone can start a fire while surrounded by water, it'd definitely be Pyro.

I expected the scout to get pinned to the corner of the map by knockback from sentry guns while he was invincible. That happens to me every time without fail.
I found it fitting that since Scout was the only voiced character that was not portrayed by the original VA, that he would also be the character the enemy Spy was disguised as.
