Calls him a thief... when he's a pirate... but a pirate that doesn't steal. That's why the premise of being a pirate in One Piece makes no sense when 90% of the significant characters in One Piece don't do pirate things.
Also this isn't characteristic of Luffy getting angry about someone stealing panties, that would probably be Sanji who gets angry at someone doing that to lady things yet he probably just wants the panties for himself.

What’s even bad is that saitama grows day by day and has exponential growth against powerful opponents. Luffy isn’t beating saitama. He has nothing in his arsenal that could even hurt saitama.
