The whole "Hokage is too busy to do anything but be Hokage" thing is stupid anyway, and it's just a plot device to keep Naruto occupied so he doesn't solve all the kids problems by himself. It also serves as a way for the show to stay focused on this generation of ninja by making all the characters we know and love "busy" all the time. Also...all political leaders have delegates...people who share, or in a lot of cases do most of the work for them. No political leader is so busy that he can't leave his or her office when they feel like it. It's all BS forced plot garbage.
Konohamaru is definitely will be the next hokage after Naruto, it's so sad that they made him a side character, he's supposed to be the next Kakashi type of sensei or he has his own path to follow, which means he will have an impact in the future of Konoha as a ninja.
I know Konohamaru not weak at all, but I hope that this will motivate Konohamaru to hone his skills somehow even though this is just for a movie since he still wants to be hokage

Konohamaru is really strong, but there has been plenty of times where shadow clones would’ve helped a lot, or his summoning jutsu’s. Konohamaru has a great jutsu arsenal and hand to hand, I just think he needs to work on think about his next move after using a jutsu, and use his shadow clones as diversions more. That’s why I said I don’t think he’s weak, but just needs to hone his skills
