Sir, can you explain the value of C calculating technic manually
If you want to make a milling program on Turn-mill, calculate coordinates as in milling. Then simply use C instead of Y.
Value of X will be diameter or radius depending on diameter programming or radius programming (usually for Fanuc, X value you need to double)
In polar coordinates interpolation ie 12.1 it is not like Y axis program

I hope you are asking about making a program using C axis.
I assume that you know programming for milling and you consider FANUC
Make a program as if in milling.
Double the value of X.
Replace Y with C

How to lock c axis without any movement
You need to use C axis clamp command (M code)
