two ground rods measure the distance between them and impedance. A single rod is probably about half that impedance. add your wire to the setup and subtract the first measurement. Probably nothing will show up on a resistance meter so you might need a 1.5V+ battery to set a bias. and then you measure the leakage current and v=ir

The capacitor 224J63 is a 220nF at 63V and the instrument shows 261pF...see at 7:11 minute...it's a crap rcl meter, it doesn't worth, it's a waste of time and money...

Wiring diagram and PCB image are missing.
Why did the soldering change from 2:30 to 2:50 in the video? There are 3 additional wires soldered from Pins 4 to 6 on the IC socket.
