Remember. The movie guide for Transformers states that Ratchet was one of the few autobots strong enough to fight Megatron one on one and give a good fight. So Ratchet stepping up to Sentinel isn't that crazy.

Megatron killed Prime in the same movie that line was said, it isn't an absolute rule, it's probably more about how Primes are extremely hard to beat in battle, but if you shoot a weakened one down, they will die nonetheless.
