I think another reason for Locks on the Panama canal is to get around the issue that the tides present. If the canal was completely straight/level without locks then it would make it extremely difficult to use and to keep ships in there. The strong water currents could also pose problems for travelling through the canal. I don't know any of this and have not looked any of this up, it's just my thoughts on the matter.
