1. If you order a Birth or Death Certificate -- and PSA has it -- the PSA will give you the Certificate. BUT: 2. If you order a Certificate -- and PSA does NOT have it -- the PSA will KEEP your money & issue a "Walang Certificate sa PSA." 3. If you order 10 Certificates -- and PSA doesn't have it -- the PSA will KEEP your money & issue 10 "Walang Certificate sa PSA." This is like ordering 10 siopao at Chow King -- but the Cashier keeps your money and issues a "Walang Siopao" receipt.
