The areas on the shore have the territory buff "Japanese Navy Support", which will increase the attack and breakthrough of the Japanese army. This is why they can still get green bubbles even if they attack your level 5 fortress across the river.
The upper state is no longer ‘Nanking’ so didn’t have the de buff, I think my army is just trash lol

@@Gibbon4k I checked in that state’s tooltip, it didn’t have the modifier hence why I decided to hold that tile and also cuz Yangtze is big ass river

the soviet union in World ablaze is the same lol, but there China is actually quite hard to take as it gets freaking partisan tactics in 3 months after the war starts (like the Spanish civil war, but you can only remove the debuffs for 50 days or so and you have to spend pp as japan and you already have barely 0.5 per day) AND FOR SOME UNKNOWN REASON YOU HAVE TO PLAN NAVAL INVASIONS FOR 2000 DAYS BRUH

Damn I couldn't even hold shanghai with USA lend lease in a co op game.
The AI is less willing to attack if you build higher level forts (I did level 5). Whether the AI will attack is fully dependant on the tooltip in the battle plan button as in whether the game says the battle plan is worthwhile. If a front has forts the AI will attack less or not attack even if they could theoretically break it by cycle attacking. Level 5 was the perfect number from test runs so that’s what I went with

Kinda sus, because it is impossible to navally invade Japan with a fleet like this. Also kinda strange how they had 0 divisions, because they always have some divisions in their mainland and island
Why the AI wasn’t putting a fleet out is a question for whoever makes the AI, I also have no idea why they put all their divisions into China again their casualties speak for themselves
