Okay so I looked up the English translation to the songs. Eye Examination is about one wanting their significant other to see their true side. Torinoko City is about one needing their other to say with them. The two are split and are having trouble staying on good hands, but they really want to, but Japan hops in on the situation and tries to pull America further away from Canada, as you can see his mischievous smile in the beginning. He wants the two to kill each other, basically. But as he watches from aside that the two give up on their confrontation, Japan takes it into his own hands to kill America. I don't know if the video has any historical significance, but that's what I see from this.

But I closely observed that part near the end and It kinda looked like he made that face for a distraction for America to turn around so he can shoot him, because when he turned around you can see that it looked like Canada pointed up his gun. There forth, there was officially a third person with a gun there, and given the clothes, it's safe to assume Japan. As for who was shot/killed... Who knows. Its a glass half full/empty situation. Half full, Canada raised his gun up fast enough and shot over America's shoulder and shot/killed Japan. Half empty, Japan (who we know already had his gun up and pointed at America before Canada even raised his) shot/killed America. Personally, I would think the half empty situation simply because Japan had the gun already out and pointed, but then again, Canada was a professional hunter, and there must have been a reason Japan tried to get them to kill themselves... so maybe Japan waited long enough for Canada to shoot him.
