is it okay when i typed "where python" it showed two paths? the first one is the currently installed, the second one is inside local\microsoft\windowsApp ??

At 5:19 you type where pip3 and the cmd says python36. I followed your same steps from start to finish, but when I type where pip3 it says python 37-32. The environment variable could change the path to python 3.6.5 but it could not change the path for pip3

make sure the version of python you installed is 3.6

Install Python 3.8 64 bit edition instead of going back to 3.6, test version with `python -VV`
