Vaganova method doesn't say cambré. Neither count 1 to 8 as you did, and the second port de bras is not like that. Wonder have you even read Vaganova's book ?
Vaganova's book is not a complete method for pedagogy and even she said that her method, as with any method based in science, can and will evolve with time.

It's impossible to perfectly understand the technique without correct demonstration and explanation live from dancers and teachers of Russia, but if you at least read her book, you don't make such big mistakes...
Hmmm, it doesn't matter which syllabus you teach necessarily, important is HOW. Students will always copy their teacher, good and bad. Notice the port de bras, even the assistant is copying the teacher's arms exactly, dropped elbows, and moving from the wrists etc..pause @5:11 for a 2nd position of the arms cringe-fest!
