I prefer beta to 4, gamma to 4, beta to 9, gamma to 9, then alpha all the way to 9 in that order. The beta is pretty bad until it's at least 4, so it's the priority. The gamma is a stronger move but you only have one before a reload so that's why it's #2 priority. Alpha actually does the most damage but it's inconsistent with people dropping out of it partway, so I level it last.
