The only issue with using contours to create a surface is that you may not get a true surface. By that I mean you have not picked up any breaklines from the original survey. A top or bottom of bank will not be included as contours are only elevations at specific vertical intervals. For example if you need a top of bank for a stormwater basin the top contour may be at a different elevation to the top of bank. The tighter the contour interval the more accurate your surface will be. It is best to use points and breaklines or 3d faces (a TIN) from the Surveyor.
