You are correct, the first two phrase are different. For the second question, عم يكون is used when referring to a particular circumstance: in the following example عم يكون means the ‘is’ or ‘will be’ and the circumstance is ‘at night’ - ‘the weather is (will be) cold at night’, الجو عم يكون بارد بالليل another example is عم يكون عمر دائما تعبان بعد الشغل

they have same meaning with slight difference in use. see note at the end of lesson
