There is a difference between “overrated” and “falling short of expectations”. Everyone agrees that eg. Lukaku is inconsistent and has obvious weaknesses. So he is not overrated, his strengths and weaknesses are recognised in a balanced way. If you’re talking about players «who perhaps did not deserve the immense praise they received”, David Beckham should be top of the list. On the “opposite” list, players who perhaps did not receive the immense praise they deserved, Makelele is a candidate for the top spot.
