If I was licensed in Virginia, and got a few tickets there within the last 3 years, would those convictions carry over to my NY record when applying for a NY license. If they do, would you vacating them off of my NYS driving record have a positive impact on what insurance companies in NYS can do to my rates even though they would still remain on my Virginia Driving/Insurance record?

NY does not put points on a record for out of state convictions, however, when you get new insurance on your vehicle your insurance company will research your VA conviction history and consider that for your insurance rate. If you are concerned contact a VA traffic ticket defense lawyer and consult that lawyer about vacating your convictions and pleaing them down to non or lesser moving violations.
