I just read about this kind of rail car in Trains Magazine. The purpose of the convertibility is because the trendy size of automobiles is constantly changing and the railroads don't want to have to leave their freight cars in storage when autos too large for trilevels or too large for bilevels to be cost effective are in high demand.
