To hide dark circles and dark spots we should apply concealer of one tone darker shade,after primer. then we apply our base foundation and after foundation we can choose one tone lighter shade of Concelear to high light our higher points like nose forehead, cheek.

Concealer is almost similar to foundation except it's generally thicker..We should always apply concealer on top of our foundation so it doesn't smudge..

So the answer of this question is ,,,,,,,,,,,,,,,,,,,, Concealers are mainly use for 2 purpose,, that is to hide the pigmentation, blemishes,dark circles areas or uneven tone,,,,so in any of the condition be should apply Concealer before ouf foundation or base ,,,,,,
2nd ,,, concealer which are fair in shades is use for to hilights the area of our face ,to achieve glow and glam look. So in this condition concealers should be used after The foundation.
