I created a new Postgres database on the AWS RDS free tier. Everything was set up using the free tier but still showing monthly coats why?Why does this happen, and will it actually charge me anything?

If this is the only RDS instance you have in your account, I think you will not be charged

Publicly accessible = true, my 2 VPC security group (postgres and admin) are full open but i still get a connection time-out when connecting from my local. Any idea ? If i ping the endpoint it return a time-out

Yes, my VPC was in zone 2A while my RDS was in 2B, or vice versa.@@aseep0109
