The problem is, they have to use that time. If they don't want to get to their last 5-10 seconds then they need to play quicker. But if they play quicker the quality of the moves will be lower. Managing time well is a skill.

He always tries to create imbalances and if he is worse but has a shot at putting time pressure, he make moves that enable the opponent to have too many "good" moves. Which results in them spending too much time calculating and then running out of time and blundering in the end, because they wanted to play to perfectly. Hikaru is a master of this kind of play.
Well, I don't think magnus rarely has bad positions. If you look at his online games, it's almost all intentionally playing some stupid opening in order to play a fun game so there's usually about -1 or -2 on the eval bar at some point
