A crafter tier three can be put on top of the builder to directly transport the diamonds there and it can keep up with the quarry. If you just contact the diamonds to like 1x compressed or 2x compressed blocks you can export everything into the emc link no problem, i dont think the condensers can keep up with the quarry either.
A way to solve the limit of the emc link is to pipe from the chest into a matter condenser mk2 then pipe out like red matter blocks out of the matter condenser mk2 into an emc link
