It's a Knoxville Locomotive Works SE15. They basically take EMD or GE cores and overhaul them with tier-4 compliant power plants that are more fuel efficient and cleaner burning. They also give the units new modern electrical systems as well. Can't say I'm a fan of the body style or the prime mover sounds since they just give off gen-set vibes to me. But for railroads in need of lower HP switcher locomotives it's a viable option given how neither of the big builders even offer anything in the form of switcher or even roadswitcher platforms these days. Hell the only reason Siemens SC-44 and ACS-64 class units exist is because GE refused to take on the project citing more interest in producing GEVO platform road units despite Amtrak's initial inquiry in GE producing a new generation of motive power for them.
The irony being that with the big builders refusing to take interest in any form of 4-axle power freight power they're actually loosing money in the long run as third party builders like Knoxville Locomotive Works consequently step up to meet that need that EMD and GE refuse to take interest in. Sure major money has to be invested to design and engineer new platforms, but at the end of the day you either innovate to keep the customers needs met or someone else will!
